Setting the agenda
Although causal links are difficult to establish, reported results show that DEAR projects contributed to framing debates on the political agenda.
At societal level, DEAR projects offered Europeans the opportunity to engage in constructive conversations and take action in favour of sustainable policies.
Sustainable Policies
With varied strategies, DEAR projects contributed to renewed policies at local, national, and European level.
Sustainable Development Goals
DEAR projects responded to the priorities of the 2016 Call for proposals and particularly focussed on Gender equality, Climate action, Sustainable local communities, Peace&Justice – SDGs 5,11,13,16.
Sustainable Behaviours
DEAR projects contributed to both individual and systemic change. By tackling the way we consume and produce, they inspired more sustainable, ethical, green, and human choices.
Democratic Participation
DEAR projects strengthen the capacities of civil society organisations and local governments, and provide opportunities for citizens to be involved in democratic processes. This, in turn, impacts on the quality of democracy in Europe.

Rethinking Production & Consumption
RETHINKING PRODUCTION AND CONSUMPTION
We all make choices every day. These choices impact and shape the world around us. Some DEAR projects focussed on illustrating (and changing) how our food, clothes, banks, or mobile phones have ripple effects on multiple people and places.
WHY DOES IT MATTER?
In a globalised economy, goods are often produced in one country (with connected environmental and social impacts) and consumed in another one. From the cocoa of our chocolate bars, to the fish sourced in the oceans, almost everything we produce and consume is part of global cycles, connecting us to other people and places all over the world. The combination of individual and systemic change is required to inspire companies and consumers to commit to sustainable, ethical, green, and human choices.
Changing Narratives
CHANGING NARRATIVES
DEAR projects explore and explain complexity and bring global phenomena closer to the general public, young people, and decision-makers alike.
Global challenges are complex and interlinked. DEAR projects challenged existing narratives and highlighted the interconnections among global issues. Climate change, for example, is connected with gender issues; financial justice is a driver for sustainability; production and consumption practices affect inequalities; migrations are linked to environmental degradation and the food on our tables.
WHY DOES IT MATTER?
New narratives guide further learning and literacy. They move people to engage in healthy conversations and constructive actions. Narrative shifts connect dots between different phenomena. They counter discriminatory bias, stereotypical interpretations of reality, and ultimately the polarisation of public debate. Most of all, critical understanding helps us debunk prejudice and over-simplification in our daily lives.
Policy Change
POLICY CHANGE
DEAR projects help bring global issues such as environmental degradation, migrations, conflicts, social justice, green transitions, human rights on the political agenda at the local, national, and European level. They do so by advocating, advising, and building consensus for policies that foster sustainable development.
DEAR projects contributed to concrete policy changes. From preventing and reducing food waste, to addressing unfair trading practices; from new anti-trafficking regulations, to innovative education policies.
WHY DOES IT MATTER?
Change is necessary both at individual and systemic level. Policies are pivotal to guide companies, communities, and citizens towards sustainable, ethical, green, and human choices. At the same time, a critical mass of people is needed to call for policies that address global issues and their local impacts.
Reforming Education
REFORMING EDUCATION
DEAR projects change the way people teach and learn, as well as how they think and act. Young people in education are inspired and become agents of change in their communities and increasingly understand how their actions affect the rest of the world.
DEAR projects turned complex issues into bitesize chunks and integrated them into the classroom. Bearing in mind that different (national) contexts call for diverse strategies, global citizenship education approaches encourage critical and creative thinking, and enhance responsible participation.
DEAR projects gave a central role to education and developed didactic materials, toolkits, workshops, teacher and youth worker trainings designed to empower educators and learners.
WHY DOES IT MATTER?
Formal and nonformal education should inspire (young) people to be active citizens, engage with the world, and find their place in it. The only quality education is transformative education, which encourages people to imagine sustainable futures as well as creative solutions to existing challenges.
Citizenship & Democracy
CITIZENSHIP & DEMOCRACY
Active citizens, accountable institutions, and a lively civil society are pre-conditions of democracy. DEAR projects provide opportunities for citizens to be involved in democratic processes, strengthen civil society organisations and local governments.
DEAR projects come down to active global citizenship and, while working on international partnerships worldwide, they also strengthen local institutions, civil society, communities, and democratic participation in Europe.
WHY DOES IT MATTER?
Active citizenship is about taking an active social, political, and cultural role in a community. In other terms, it is the practical experience of democracy. Shrinking ‘civic space’ means dysfunctional ‘democratic space’.

DEAR Call for Proposals 2016
With its 2016 Call for Proposals, the DEAR Programme selected projects aimed to “promote development education and raise public awareness on development and cooperation policies.”
Objectives of the call
- Promote quality development education and awareness raising among the European public.
- Foster a growing awareness and critical understanding of the role, responsibility and lifestyles of the public in relation to an interdependent world.
- Motivate their effective involvement in local and global Actions in support of the social, economic, and environmental dimensions of sustainable development.

The data collection methodologies and monitoring systems applied by different projects varied. This made an accurate consolidation of quantitative data virtually impossible. Moreover, projects might have counted multiple times those individuals who participated in multiple actions.
With this in mind, this page includes quantitative data as a proxy to highlight the wide scope of the EU DEAR Programme and its impact on multiple domains.
